To All Persons Concerned:

Before I continue with this letter concerning MARK HUTCHINS, I will set forth my personal background and flying experience.

I am a Certified Flight Instructor, having been so for more than twenty years, am authorized to instruct all levels of ground schools, and all airplane flight training leading to a Private Pilot License, a Commercial Pilot License, and an Instrument Rating. I am a retired FBI Agent Supervisor and have been making Critical Decisions that influence the future, health, and welfare of persons since 1964. I have in excess of 4,500 flight hours of which more than 3700 have been as an FAA Certified Flight Instructor. I am rated to fly both single and multi-engine airplanes.

I have flown with Mr. HUTCHINS as a customer of "Fighter Command, Inc." at Winchester, Virginia. I have no personal or financial interest in this business. I will receive no remuneration, of any kind, from the writing of this letter.

My scheduled flight was postponed at least six times as a result of weather forecasts. These forecasts indicated winds and associated flight conditions that would make these "War Bird" flights not only uncomfortable (even to an experienced pilot) but more importantly, unsafe.

In each case, Mr. HUTCHINS contacted me with an in-depth explanation of the situation. In each case I was in full and complete agreement with his decision not to fly. He is one of the most professional and competent Flight Instructors and pilots that I know. His reputation as such is well known in the industry. I trust his judgement concerning flight safety matters with no reservations as he has always placed the conduct of a safe and enjoyable flight well above business and related financial considerations.

I suggest to all persons desiring a "War Bird" flight to place complete trust and faith in the aeronautical judgment of Mr. MARK HUTCHINS.
